Default Good buy or not?

My brother is looking for another car since his 92 hatchback si with my gsr motor in it got flooded. He only had liability  so no money from insurance. I'm going to give him 3 or 4 grand and let him borrow another 6 or 7 to buy this used civic for 10,000. I don't know the exact spec but it's a

96/97 hatchback
16in te37 wheels, type r suspension
ls/vtec motor don't know if its from a b18 or b16
ferrera valvetrain, type-r pistons tuned with hondata
it gets 30mpg

It was built by my cousin in AZ and he says everything is A OK.

$10,000 for a 10 year old Civic? :ugh: That shit he put on there isn't going to make the car worth anymore to anyone but a select few people. He's nuts.
