"3 stage VTEC"
According to this site there is something called 3 stage VTEC. I never heard of this, but I think it would be cool to have it. It said that the benefits were high output and low fuel consumption.

1st stage: rev the engine upto about 5000 rpms until the bigger cam lobes switch over.
2nd stage: wait until the intake manifold opens up the shorter runners.
3rd stage: open your windows at redline and scream out the window "BWAAAAAAAAAHHHH!!!!!!"

But to answer your question, the number of cams has nothing to do with the number of vtec stages.
