Do you have to get a car now? If you wait a few months towards winter, the newer models will be coming out so prices will be dropping and dealers will be dropping them even more to make room on their lots for the new cars.

i am going to be hated for this but what about a used dodge srt-4 u can get them for under 20 my friend just bought one a year old for 18,xxx they are pretty quick his is modded and running 12.9

Whos driving this car you or your dad? A new Scion TC, might not be any more reliable than a used teg. Your dad sounds like one of those guys that doesn't know much about cars, so to avoid getting taken advantage of by mechanics he just buys new cars all the time.
