This is easy, although i gotta admit i stared at it for over 20 minutes figuring it out... heres the answer.
When there is 12 people on the screen, everyone looks like a complete person. Once it changes, it takes a small amount out of each person's height to create another person. So about 8% of each person is removed, some from the feet, some from knees, some from the waist, and so on... until you have another full (or partially full) person.

I was thinking something along the same lines...on the one with 13 people, each person has a little bit of them taken off...but I can't figure out the specifics.
