thats right! here in florida we also can do that. if the cop can't prove that you were in fact at the speed he says you were at, he can't give you a ticket!
if he is parked and you fly by him and he just takes off and estimates your speed you can ask them to prove they know exactly how fast they were going.
tailing cops need to have you for (i think) a 1/4 mile before they can prove that you were speeding too...
