So I am looking at a condo but the wierd thing is they require me to use their agent... is that normal or what is going on with that?

It's not normal, but they can make those demands. You just don't have to buy.

Is this sellers market real estate region?

I know a little from buying my own home but I would talk to a banker/broker. Since the rules/laws maybe different in your state.
