What exactly is wrong with the balast? Are you certain it's malfunctioning?

 

well i connect the kit to my car and neither of the bulbs were igniting. I checked the connections like 10x and still nothing. So i bust out the voltimeter to see if there was power getting to the bulbs. It seems like power only gets to the first relay and the power just stops. So there is no current getting to the bulbs. I'm really thinking its a broken relay but i still need to investigate it further.

But either way that SOB sold me a kit was SUPPOSE to be operationing and obviously its not. so yeah...
