Default I hate Windows ME: display problem

So, I came by an older AMD Athlon (unknown speed, it isn't listed in system properties) box running Windows ME. I'm going to change that soon, but I want to keep it running decently for now.

The computer is fully updated as per the Microsoft webpage.

First, Winamp will play the audio stream of .wmv files, but not the video. That's not a big concern, as WMP works fine.

Second, the thing that really annoys me. It will randomly start doing this:

Why?

Already did that, didn't work.

I already updated the monitor driver to no avail. I guess I'll have to open it and see what kind of video card it has and find a new driver for that too... that'll give me a good reason to drop in a new harddrive for Linux.

what the hell is he even doing with ME

christ that thing was just basically the blooper reel at the end of a bad windows 9x movie.
the thing was made up of every single mistake the windows versions up until that date had made.

Well, I have the full range of Win systems going in my room:

98SE on my "good" desktop
ME on this desktop (which I just got a couple days ago, and the only OS I have a disc for is 98SE)
XP Pro on the laptop
...and I'm guessing 95 on the old PentiumI box in my closet. I need to start that thing up and see what's up with it.

I usually have no problem keeping them all running smooth, but I can't fix this one issue.

if you go to the taskbar properties, you can set the start menu to have small icons, which will then get rid of that blue bar. It may be less annoying that way.

the winamp thing, the codecs might be corrupted. Reinstall winamp and the windows media codecs
