Someone told me once that if it's really cold outside, when you first start up your car you'll see exhaust coming out of your tail pipe untill the cat converter heats up and starts working right and then you can't see the smoke anymore. If it's broken, not doing it's job fully or not at all, you'll be able to see the smoke even after the car is fully warmed up.

Any '96-up car, assuming you haven't done something to remove this capability, uses two oxygen sensors to see if the cat is functioning properly. You'll get a CEL if it's not.
Pre-'96 do as described above.
Funny thing is in most states they've given up on dyno testing OBDII cars and just plug in to the diagnostic port and make sure there's no CELs. So in those states you can run no cats and still pass emissions if you replace your oxygen sensors with simulators to fool the ECU into thinking all is well.
