It's your personal icon, you can change them. Water drop is the default.

Aim express doesn't have mouseover capabilities. It's a bare bones type program.

I noticed it the other day too on aim express. I think its just that persons buddy icon, if you use one of AIMs then they put that in there.. i saw a few other different ones too, thats as much as i can gather.
