I'm running:
Athlon XP 1.3Ghz
1.5G PC2100 DDR RAM
onboard sound
ATI 9500 w/128mb
ASUS motherboard

I was thinking about upgrading the processor chip to 3.0 (I think my motherboard is able to go that high) and change out the ram for PC3000

Sounds like you should be able to run it just fine with that setup... Does it run crappy for you? I think there may be some tweaks and stuff for you to try before you go buy new stuff.

It takes a long time to load on my machine too

I have a P4 3gHz 1G PC3200 DDR and a GeForce 4 TI 4200

Sometimes it sputters when there's too much going on. Which when you get to the city before the citadel it does it all the time especially when you have 4 people following you.

That's weird...I assume you've tried things like turning some of the detail down and anti-aliasing off/down?
