That is the same question twice. IF someone is truly living in poverty, they would not be able to afford to move. It should be defined relatively, otherwise your contemporary would be above poverty line and ineligible for assistance if the standard is from 10 years ago. Value of dollar changes with time. The cost of various commodities and sevices also change with time. For example, the cost of health care is rising faster than the cost of butter.
