does office 03 have a toolbar like 2000 does?

Later versions of Office can be configured to always show the Toolbar.

So many testers bitched about it that it was automatically disabled in later versions, but it's there.

If I'm not mistaken, the toolbar was done away with or at least not configured to start up in Office 2003. If there is one, its something you have to manually add or configure.

C:\Program Files\Microsoft Office\Office10\MSOFFICE.EXE

...assuming you installed on C:\ in default location.
