I think it's part of Windows. It's running on mine now, but not using any CPU, and only about 3MB of RAM.

The Svchost.exe file is located in the %SystemRoot%\System32 folder. At startup, Svchost.exe checks the services part of the registry to construct a list of services that it must load. Multiple instances of Svchost.exe can run at the same time. Each Svchost.exe session can contain a grouping of services. Therefore, separate services can run, depending on how and where Svchost.exe is started. This grouping of services permits better control and easier debugging.
tried a reboot?

svchost.exe is a regular windows program.

I have 6 instances of it running right now.

HOWEVER, there are some malware programs and even virii that disguise themselves as svchost.exe. So I suggest scanning for the typical virus's and ad/spyware stuff.

Adaware.
Spybot.
NAV.

You can go to www.tweakxp.com and find a guide on how to turn off all of the services you don't need. This will, theoretically, free up resources. I have done it, though, and it didn't really make a noticeable change. My problem may have been elsewhere, such as spyware.
