is 'typing' even a skill anymore
Dvorak is definitely faster than Qwerty, but accuracy is going to depend on the user and what he's trying to accomplish.
I type 140wpm with 98% accuracy when I try, when I'm typing slowly and just hacking away at it, not caring at all, I type about 110 and 85%. I use Qwerty and it works for me.
A while back I moved to Dvorak for a little bit and I was faster at it, even after only using it for a month or so; but I was not nearly as accurate with it.
That said, I think typing is still a skill. The vast majority of people, including Computer Literate people, cannot type at a fast rate with a good accuracy percentage. Most people consider 30-60wpm "fast" but for a lot of company's and for things such as typing out reports in a timely manner, typing 2x that fast means you get it done 2x faster so long as you can be accurate.
So, skill? Yes. A good skill worth putting on your resume? I don't know about that. I do know that you'd never put "Dvorak Typing Skills" on a resume, because no one cares how you type it - just so long as you do in fact type it.

Under A Brief History
Everytime that I'm typing people tell me to quit pushing buttons.
Then when my boss or other people in the office walk in and I look at them and talk to them while finishing what I was typing they trip.
So yes, I think it is a skill.
