well, it's good to know if you're using an editor. Knowing HTML never hurts. It's actually the most basic web development code there is. Once you learn HTML, move onto PHP. You can do so much more with PHP in conjunction with a database.

HTML is still there, it is what displays the pages, however most sites use other languages to power/drive the site. We use PHP and MySQL as the backbone of HAN, but the templates, which are what you are looking at right now, are all coded in HTML.

Correct, PHP is actually embedded into HTML.

The templates vBulletin uses are quite unique to vBulletin and no place else. These are not quite whack.
