because they are P2P programs. There is no central server, meaning that when you DL a song, you're getting it from someone elses computer, and this makes it almost impossible to stop.

 

I would love to get music and not pay for it if it's legal but I have heard recently about businesses and houses getting raided and I just wondered how they target certain people.

 

Oh well thats because it runs off a system that basically directly connects computers without using a centrally located server to process anything. This means that all you are doing is downloading connection software much like IRC, Gnutella, Bit Torrent, etc. so there is no way really to stop it once the code is out there.

Limewire is not illegal. Just like cars are not illegal. It's what one does with it that can be illegal. I can own a car, but there are things I can and cannot do with it. If I kill someone with it, I've done something illegal. Even if my car is paid for, inspected and registered.

Limewire is just a tool, what you do with that tool is what can be illegal.

However, at the same time, there's plenty of legal things you CAN use it for and those are the main reasons (among being spread out and not centrally located) that keeps the program itself legal.
