You can take a big air compressor and built nozzles that blast air to the ground. If you use a large enough force you can levitate for a few seconds. Or take a skate board and jump and you can be airborne for quite a few seconds. Or jump a bike over a ramp.

 

Well I'd go with either the hot air balloon or a mix of jumping a bike off a ramp and slowing the decent with a parachute.

It would cost more than $1000 to build something to get off the ground for 5 secs. Which would make the contest useless.

 

get a plywood board, cut a hole in the middle (smaller than the nozzle of a leaf blower), get a garbage bag and line the outside so theres kind of like a seal when the plywood is on the ground, get a strong leaf blower, put nozzle over hole, pray that none of the garbage bag touches the ground.

 

why use a garbage bag, when u can use caulking?
