Because blue is in the middle of the spectum and is the one that gets split up more from the atmosphere when light hits it. So all the other light frequencies get distributed more directly, while blue is shown all over the atmosphere, therefore we see more blue than any other color. The sky actually whitish blue, when all the colors mix together, they create white light, all the other colors besides blue is spread out pretty much equally, then you see the white too, so you see a little more blue with the white light.
