So I tried to start an account at..
DeviantArt today and here is what I received after clicking the register button:

WTF?? I have never been a member there and now that I want to I can't??
So I try to contact the admin through their help section and after typing out my request and send it I get another screen saying I need to login to send the message.

I wouldn't exactly call it owned because there are thousands of other potential users being blocked because of their IP block procedures. Instead of blocking individual IPs they are doing it in chunks because its easier that way.....but then of course no one on that IP block can join so its DAs loss at that point.
