YES, it has to do with the LDS faith.
In fact, its a protester at last years Spring General Conference. this guy is hilarious...
make sure to watch all of it, there's some caption at the end..

lol there was a guy on my campus 2 years ago with huge banners telling us all we are sheep and the only way to break free is to follow him! .... it was awesome cause like a group of jesus freaks went up to "battle" him it was pretty damn lame/funny
