They were caught once and were taken to court, but because they were minors they were let go on probation after something like 6 days in juvi. Was told that sueing for what was not recovered is not worth the effort because the kids don't work and the parents of both who were caught have no money and no jobs. So after 6 days they were free again to steal more cars with no real punishment...
