That's actually usually a good thing. If you are one of the many that DO get a refund... that simply means you overpaid them and they were able to hold onto your money for almost a years time and do with it what they want and you get nothing in return, cept the money you gave them... if you're lucky.

Getting a return = you gave them a free loan = you got screwed

I got a return too.
