Default hit and run

so here's the situation:

my friends car got hit while parked on the street last week on new year's eve. he was at a friend's house having a party. i guess there was a lot of noise from the accident because his friend's neighbor ran out and saw the guy running away. he took down the dick's license plate number and also noticed it has a virginia plate. my friend came out shortly and sees his car all fawked up. its a nissan pathfinder and his lights are all cracked and dents everywhere. here's the funniest thing, that guy's bumper fell off in front of the pathfinder. he called the cops, got a police report but the cops didnt take the bumper as evidence. now here's my question, can he pursue this case and get some money cuz the damages are estimated to be at least 2000.

of course! The neighbor got the license plate. Was that information given to the cops? They should be able to nail him easily.

how effective would be the neighbor's words be considering that nobody ever saw the driver's face?

they could still nail the owner of the vehicle i would think...

my car was hit and the guy took off...never found out who did it = i have to pay to get it fixed

if they got the plates and the bumper.. it cant be too hard to find the car

The Police report should clearly state that it was a hit and run, and since you have all the info, you just let your friend's insurance company do the rest.
