The hood is not a louvered hood. Vipers and old Grand Prixs have louvered hoods. Mitsubishi Lancer Evolutions have louvers under the mesh in their hoods to prevent rainwater from getting in.

Hoods with small rear-facing vents towards the front with a lip in front of them to divert airflow are called extraction hoods. They are designed to create a path for air to leave radiators and front mounted intercoolers. While the Mugen hood for the DC2 does indeed have this design, it is not the first one to be made as such. The Mugen DC2 hood came out when the JDM models switched over to what we consider the JDM front end which were first sold for the '96 model year.
The first car to have a hood in this style made for it is in fact the FD RX-7 because of the placement of its intercooler which is directly below and forward of where the vents are. Mazdaspeed made the hood because ventilation of the intercooler in the FD was particularly bad and this trick encouraged more air to flow through it while at speed.
