It generally means someone focused on visual modifications of the stupid/ugly variety (altezza lights, Z3 fenders, uber-body kits, aluminum spoilers, stickers, etc) who has no real knowledge. They also tend to deny that their car is ass slow.

lower your ride, get nice and classy wheels (not chrome), get some amber corners, some nice mirrors (spoon? :dunno: ) get a cf hood, dont get any wing-spoiler, get some nice lips, and u'll not be a riCer

a ricer can also be a guy who talks shit all the time, thinks his ride is the fastest thing ever, and has an attitude problem.
