because then they can sell the higher rate for more money which costs them the same money.
in canada they don't cap it. there was a big controversy and a law suit.
my friend in canada has 5-6mb download and 1mb upload

Well I'm sure they'd love to offer a 5k upload cap if they could. There is a minimum upload that you have to have to be able to download at a certian speed.
It's the "laws of bandwidth". You have to have a certian amount of upload in order to have certian amount of download.

The thing cuts my broadband off completely, or down to almost nothing. Anyone know a good router that doesn't cut off?
