When you say the monitor fails to turn on, it won't display anything right away or the computer will fully boot and make noises just with no display? I have an relatively new 19" NEC and it will power down after 20 minutes or so and sometimes take a few seconds to come back online.

I was watching some TechTV show one time and the guy said he had to boot the computer, power it down and then boot it again to get it to actually POST and boot. They said if the PS is too weak it will try, get everything started and run out of juice and fail. The second try, the harddrives are already started, everything already has a littel juice left it and it will get going. Might be your issue? A faulty/failing PS could also cause random lockups and crashes.

I'm a bit confused by what you're getting at here. I DO know that it is not the video card, because I've tried 3 different ones with the same results (I may have forgotten to mention that the first time). Sure, I didn't solve the problems, but I have pretty much eliminated the video card(s) as the source of the problems.

3rd, don't use the power strip to power off. Use the button on the computer and the monitor seperatly. I won't go into great detail.... just don't use that anymore.
My folks go through the regular shutdown routine, and then turn off the power strip. Don't really know why...probably to turn off the speakers, monitor, and zip drive. Anyway, they aren't shutting off the computer with the strip...they just turn it off when the computer entirely shuts down.

4th. Get another monitor. I don't care how you do it, get another one. See if that fixes the problem of the monitor not turning on right. Sometimes you just don't know untill you try.
Yeah, I'll be hooking my monitor up to the computer to see if that'll make any differences.

Thanks for the input...it is appreciated. I'm still kind of thinking that the monitor and power supply need to be replaced.

That's exactly what I have to do...turn on the computer, turn it off, then turn it back on and then the monitor will kick on. Then, at any time during bootup, it'll typically decide to lock up.

Thanks again for all the input...
