nope, i think thatz because the blood circulates closest to the surface there making it feel like its warmer. but sperm production only happens at less than 98.6 degrees. that is why balls hang away from the body, which is hotter than the balls. it also depends on the circumstances... if you are out there playing football in negative temperature, the hands are going to be colder than the balls, but the balls are still lower than the constant 98 your body tries to keep
