Default experts enter here: steering wheel problem

when driving, steering wheel is upside down when going straight. What can be wrong? But when parked you can turn the wheel to normal upright position.

I know some steering wheels get cocked to one side like mine but I've never heard of anything that bad.

Hmmmm...seems suspicious to me I would check the tie rods and make sure they are still in good shape, after that i would say re align the wheel by pulling it off and setting it straight and see if it continues to happen.
