Default cpu question

When i'm encoding dvd's i notice that it takes up appox 50% of the availble processing power. It seems as if it is being limited by the computer, because it will creep up just above 50% and go back down just below 50%.

i would like to know if there's a way to move that limit up to 75% or 80% because i dont use any programs that would take up any significant processing power while encoding dvd's, and a 50-60% increase in speed would be great. any ideas??

Don't most encoding programs have a slider which lets you adjust the amount of CPU utilization? I know for MP3 ripping they usually do.
