If you can make a wish with these terms and conditions
What would you wish for if the government said they will pay for any one time purchase any price.
but....
1. Can't be a car (boat, planes ok.. But think about maintenance)
2. Can't be real estate or property.
3. Can't buy a person
4. You can not sell or donate it once you have it.

No it is a business that also owns property.
I am not so sure you could buy anything if we go by your rules because once purchased it becomes your "property" regardless of what it is.
If we are going by your translation then I would say my families taxes for the next 15 generations.
