After looking at it further, it looks like it took place in Mexico or some other Hispanic country. Secondly, looks like he was probably passing someone. He may have not had adequate view of oncoming traffic, pulled out from behind a larger vehicle, such as truck hauling assorted junk in the first picture, or the red truck carrying something wrapped in a tarp. The dumptruck was heading straight for him and when the biker moved into the other lane, a collision occured. Also, looks like there were two riders on the bike.
