For those who study the history of cars, it's pretty obvious that tons of gadgets and lighting gizmos has always been frowned upon by the great designers/makers. They had this technology years ago, it's only in the neon-crazed youth of the early 90s who began adapting it to things like cars, computer towers and furniture.
Cars with tons of "look at me, look at me" add-ons have a flawed basic design, it's that simple. If the car's basic shape is excellent, then the best way to reflect this is to draw attention to this shape, the lines, the curves, the paint.
If a Lamborghini Miura had underbodies, then your eye would be taken away from the stunning sweep of the car itself. So one of the basic premises of neons/underbodies/etc. is to draw attention not the car, but to the driver. When you drive an exotic, the car itself is enough to draw your eye...but when you drive a Honda Civic, I guess some people feel they need a little push to get noticed, and toss in these outlandish additions which make the car look like a spaceship. It's really silly. I had a friend who had so many neons/LEDs/etc. his car was like a disco. Everyone snickered as soon as he pulled up, or drove away.
I don't know if these ideas reflect what everyone else thinks, but they are the general views of my friends and I, who appreciate all cars...

I dont know the difference between the two but if you want them, get them. I have them on my car. Just be careful they will break. I drove thrua construction zone and smacked a big bump in the road and it shattered my front tube
