yes thats why i bought a 01, the 99's also had a shitty rear end. they are both IRS but the 01's have better axels and are 31 spline as opposed to the 99's that are 28 spline. ford released a kit tho to fix the problem and brought the cobra back in 01 (besides 00 cobra r) with a correct number rating of 320hp.
