On vehicles that frequently attend sanctioned track events whether on a road course or on a dragstrip, whatever the event may be, the tow hooks allow for the vehicle to be towed easily out of harms way by track officials.
Depending on rules of the track/dragstrip, you may be required to have one on the front of the car and one on the rear and they must be clearly marked with an arrow pointing down towards the tow hook.
Other than that, it's other function is purely to give it a race look.

your honda has tow hooks.. lol most cars do.. as stated THESE tow hooks stick out from the car to make for easier access... in fact my rear tow hook is actualy attached to the stock tow hook...
