I think that you should lower it first. Better to know how to drive your car with a lowered suspension before anything else.

That depends on your suspension components and how low the drop is. If you plan on lowering your car, might I suggest a set of coilovers along with new shocks to go with it.

A popular entry level choice of coilovers are either the Ground Controls or Skunk2. Mate those with either Koni or KYB AGX or Tokico Illumina's and you'll be set.

The reason I suggest coilovers is that you could set the amount of drop that suits you best. Not only that, but because regular springs tend to give an uneven amount of drop ,(usually the driver side tends to be lower) coilovers would give you the opportunity to even out the stance of your vehicle.

Getting shocks put in simultaneously along with the coilovers is just saving you the trouble of having to take your suspension apart more than once. It'll save you on installation costs if you don't know how to do it yourself. You don't necessarily have to get shocks right away, but in time, your stock shocks are gonna go bad really quick due to the car's new lowered stance. This is where you hear stories of the rough ride because most people don't bother to replace their worn OEM shocks.

If you have a little more money to spend, then you could opt for a "true" coilover set up like the Tein SS or the Tanabe Pro S-OC or something of that nature. This is an all inclusive coilover spring setup with matched shocks. Some may or may not have dampening adjustments (this is depending on the model coilover you purchase) but majority of folks tend to get the most affordable setup with non-adjustable dampening.

Whatever you decide, there is a way where you could lower your ride and still have stock ride characteristics. You just have to be reasonable with the parts you acquire and the amount of drop that you put on the car.
