I'm guessing its a vehicle undercoat. If the dealer is telling you to do it, then NO don't do it. Its just a way to overcharge you further. If not, then it also depends on where you live. A lot of salt (i.e. harsh winters)? I live in Toronto, Ontario and even with the winters we have (which aren't as bad as you'd think actually) I've been perfectly fine without it. And preferred tire care? I've never heard of that before, but the stock tires on the RSX are not worth protecting. They're worth chucking. In the trash. Or at the next Honda Civic GT-R you see.
