H1 bulbs
I guess that depends on your budget.
Pesonally (and I'm sure somebody thinks differently), I'd go with PIAA or Raybrig (Stanley Electric Co). I have the PIAA Xtreme White Plus H1's (55W=110W 4000K bulb), which are DOT approved, don't look "purple", and cost about $70 for 2 of them.
Oh, and I had the PIAA H1 Spark Blue's, which the company clearly states is "intended for off road and show purpose, NOT for street use." I replaced them because the state troopers wrote me a ticket for having "blue lights" on my car.

you can get a set of Wagner replacement bulbs from any NAPA location. they're OEM fitment and voltage, and still provide a whiter light without spending a fortune.
every aftermarket bulb i've used has burned out on me in under 2 months... these have yet to go as they run on stock voltage.
