H23 Balancer shafts. Can they be safely disconnected? Please help.

Default H23 Balancer shafts. Can they be safely disconnected? Please help.

One of my buddies who is always swapping motors in civics tells me that I can take the belt off of the balancer shafts in my H23 prelude motor. I recently had the motor repaired (it needed a quick sleeve to fix a groove on the crank where the main seal is) and while it was apart i sent alot of parts through the parts washer at work. This meant I ended up removing the rear balancer shaft. When I put it back together according to my manual on cd-rom, i followed the directions to a "t". now I have a motor that does not run as smooth as it did before, and it has lifter tick. I'm going to do a valve adjustment, but if that doesnt fix it, is it safe to run the motor without balancer shafts.
