Can somebody please tell me what this thing is.

What is it called?
What does it do?

i followed a vacum line and it was connected to the throttle body

That's a vacum box for the stock intake butterflys. If you are installing a aftermarket intake disregard it but cover the vac lines which come from it to the intake manifold.

yeah I would just pull the entire system along with the vacuum hoses or atleast thats what I did, then just cap off the nipples on the intake manifold where you traced the vacuum lines from the box, if you cap the hoses you could be losing vacuum pressure if the vac lines have a cut or hole in them plus thats added length the air has to travel to add hg. pressure in the intake manifold.
