Default 98 Prelude Blower Motor Resistor Melts, Please Help!!!

Hi, I have a problem with the climate control. it only works on high, i checked fuses, replaced blower motor resistor.. new resistor started to melt then came apart like the old one, fan works on all speeds but air only comes out on highest speed, what could be the cause of this?

probably the blower motor is darwing too much current and burning up the resistors but the high is on a relay or direct so it can handle the extra current . if this is a 99 I would inspect the cabin filters and make sure they are not clogged and overworking the blower.

I don't mean to sound stupid but where exactly is the cabin filter? is it near the blower motor?

Does a 1998 Honda Prelude have a cabin air filter?
