Default wierd idling problem when driving

ok when im driving around and im about to come near a stop or whatever i put it into neutral and the rpms "should" goto like 700-1000 or w/e right? instead it revs up to 3000 how do i fix this? kinda like a sticky idle
really annoying
i was told it could be iacv or throttle body?
if anyone knows a fix let me know thanks

my car used to do that too. there's a valve right under the throttle body, i think it's called the FITV or fast idle thermo valve, take off the intake and inside the throttle body on the left, there are 2 ports. put your finger over the bottom one, and if it idles normally when its covered then it's the FITV. i took mine apart and put it back together and it was fine.

Default idle surge

i juss got finished with a jdm h22a swap into my 96 lude, lovin every minute of it, but when the engine warmed up i had an idle surge that kept jumpin from 700 rpms to 1400 rpms...i would turn on the AC and it would stop so i did some research and thought it was my IAC valve (idle air control) so i took that off and cleaned it with carb cleaner....it helped a little but it was still doin it. So my next step was to try the IAS (Idle air screw) its located right under the throttlebody on the passenger side i took a flathead and adjusted it clockwise and it brought my idle down to 900 rpms and never surged again...try it and let me know wus good....
