Headlights not going down

1991 Honda Prelude: When I turned my headlights off and then the engine, the lights did not lower down..what would be causing this and is it a major job to repair it?? Thanks!

The level of complexity and cost depends on what is wrong. I'd start by checking for power to the motors. If they have power, check the ground. If they don't have power check fuses/relays.
