i have a 1999 prelude type SH , can thge vtec be set to come on at a certain RPM?

yes it can. but if you're engine is stock, it's fine right where it is.

its called a vtec controller, u can adjust what rpm u want to set it at, but jus like snoopy said, if ur engine is stock, then leave it be.
