you probebly get that little jump in 1st gear at around 4500 rpm right? i used to get that in my civic DX(non vtec) when i first got that car i thought the last owner put a vtec head on it because of the way it pulled in 1st, stoopAd me.

The H23 engine is a very strong engine, just not made for performance. Its long stroke doesn't work well with high rpm racing. They are awesome engine to have for daily driving though since their torque comes on 1000rpm sooner than the H22A.
The H22A is a lot faster though. With similar mods I drove my H22 Prelude to 14.3 and my H23 Prelude to 15.09.

i was told the difference in sound and power is coming from the stock air box...if you have noticed under the filter box on the stock intake there are 2 runners and once you hit around 4500 rpm the other runner opens up and your engine recieves more air. thats what i was told by a honda tech so im guessing its true
BINGO exactly, there are dual stage intake plenums in the H23 at the IM (intake manifold) and also at the resonator box, once the engine gets up to around 4500 RPM, they are opened by a vaccuum line.
Another good use for the H23, is autox: the torque lower in the rev band allows the car to pull out of tight corners. On tighter courses, it is an advantage over higher revving engines.
