Possibly buying brothers Prelude, is his price fair?

As you may have seen, I've been hanging out in the prelude forums alot more lately. I have a 1990 AWD turbo DSM right now, but the damn thing is falling apart on me, so I've started seeking out Preludes as a more fuel efficient and much more reliable mode of transportation.
My brother is selling his lude, and him and I have been bickering back and forth on final price.
His lude is a 98 base model, 5 speed, all power, with the relatively rare dealer installed leather option. As it sits, it has 65,000 miles on it...which for a car thats about to turn 7, is below the "average" of 84,000. Its clean inside and out, but not exactly MINT. Has the usual scuffs and dings from over the years. Paint is still soft and no major blemishes. Im not sure if the Honda Acoustic Feedback System is optional or stock, but it has that too.
That said, he was asking something rediculous like $12,300. I immediately told him to go to hell, as for that much, I could pick up a 2000 model with much lower miles for that much. So I happened to kelley blue book the car, and with 65000 miles and all he has, it gave me $9750. Now, I was hoping I could offer something like $8500-$9000, but in all honesty if its really worth that much, what do i do? Last night we tried negotiating again, and he told me his lowest offfer would be $9725, and he would throw his stereo system in as well (sub, amp and other stuff).
Is he being fair, or can I do much better?

It depends on the condition. That seems like a fair dealer price. You should just buy mine for half that much. Well, it is a 4gen, but it is lighter/faster, and closed deck will give you better boost potential.

On a different note, based from a Chicago Zip Code, with the options he has, even edmunds TMV (true market value) says the car is worth $9700.
Im sure even if he wanted to, he wouldnt go much lower. he leaves for college in August, and nobody is really paying for him to do much, so he needs every penny and a way to feed himself.
Im starting to think $9600 is pretty damn fair. Ill try it tonight.
Come on man hes your bro. I am sure he will bargain. Plus you said he needs money for college. Definitely don't buy it for 12K. Tell him 9k final (show him the money, put the 9k in his hand) thats if you have 9k in cash. lol Goodluck

I think you should find a middle ground in price.
If you can get it cheaper, than go find it and buy it cheaper. Maybe your brother can get more if he sold it to someone else.

Also buying items from family, especially cars... is never a good idea IMO.

I have found 5 other 97-98 ludes with decent mileage in the chicago area for up to 2000 less.
He seems to not budge though. we're going to have a final sitdown tonight though.
Im fine paying book value for it. Ill never pay over book again. I had to for my GS-R, and i still feel like a dufus for it.
