Default Paint Bubbling

The paint has began to bubble around my trunk lock... its a small area. Im not sure how to handle it.

I intend to paint the car in the spring/early summer and add a skirt packcage to it.

1) what do you think I should do about the bubble fix it my self? (HOW)
2) Take it to the Dealer
3) or wait till spring

The bubbling means somethings rusting underneath. you shouldnt go to the dealer they'll over charge you and dont wait till spring it will only get worse. since you said your gonna paint the car in spring/summer any ways i recommend just gettin some automotive sand paper strip the paint off till you see the rust and keep sanding till theres only metal no rust at all the just give it a couple coats of rust proof primer that should hold it over till the paint job

I went to the dealership and they will remove the lock from the trunk and then touch it up for $35 dollars CDN. which is labour.
