none of the above..
I would reccomend Ground Control Coilovers.. they are height adjustable, and also give you the ability to change the rate.
Springs never give you the height you want, and you have no ability to change them thereafter.
I run Ground Controls on my 97 SH and 97 ITR and I couldn't be happier.
Also I have Koni Yellows on my ITR and KYB's on the Lude..
The Koni's are a much better shock IMO.. the KYB's only have 4 different adjustment levels, the Konis have a much wider range, and can handle much higher spring rates.

yea i also heard gc give you a bumpier ride... i want the smoothest ride for that price range - i really only want like a 1-1.5 inch drop so it doesnt have to be gc, anything that will give me the smoothest ride?

Aren't the Basic's only height adjustable??
In terms of quality the Tein damper is probobly better.. but the fact it is not dampening adjustable and is somewhat expensive (for what you are getting), I would stay away from it..

Go with the Eibach and Koni combo. We used it with good results. I currently am still on the Koni shocks but switched to Neuspeed Sport springs only because the Eibachs were not as stiff as I wanted. Some people here will suggest other setups and that is fine-but these really work well and the shocks are serviced by Koni in Hebron, Ky-forever. Yes-I'm biased I only use Koni.
