Those are the stamp codes and the F22A1 is SOHC.

Yes but you weren't asking about the H23.

How can one be SOHC and the other be DOHC when it has the exact same engine code?

I don't believe that is correct anything I have ever read inlcluding literature from Honda says that the F22A1 is a SOHC engine and it was not offered in Preludes past 96 models. 97 is 5th generation and has no S in the U.S.

The JDM F22B is a DOHC engine and basically it's almost identical to the H23 engine but with an 85 mm bore instead of 87 mm.

USDM 4th gen (92-96)prelude engines
f22=SOHC no-tec, S
H23=DOHC no-tec, Si
H22=DOHC v-tec, Sr-V or Vtec

That is the engine stamp code and it's not the the head it's on the block if it's a JDM F22B then it will say "F22B" on it.
